18, U.S.C., 911, makes it a Federal crime or offense for anyone to falsely and willfully impersonate a citizen of the United States.

A person can be found guilty of that offense only if all of the following facts are proved beyond a reasonable doubt:
    First: That the person was an alien at the time alleged in the indictment;
    Second: That the person falsely represented himself to be a citizen of the United States, as charged; and
    Third: That the person made such false representation knowingly and willfully.
