In order for someone to be found guilty of Bribery of Public Official, the government must prove that the person gave, offered or promised something of value to a public official - e.g., an agent of the Internal Revenue Service; and that the person acted corruptly, that is, with the intent to influence an official act by the agent or to persuade the agent to omit to do an act in violation of the agent's lawful duty.
